Your Specific Responsibilities :
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This is a management position directly supervising Breastfeeding Peer Counselors (BFPC) – Family Support Workers and is under the supervision of the Breastfeeding Coordinator. The Senior Health Educator is also responsible for providing IBCLC services as an International Board-Certified Lactation Consultant (IBCLC) for the Florida Department of Health in Miami Dade County (DOH Miami Dade) WIC Program. The incumbent provides services for the WIC Program in accordance with DHM 150 24, and the FL WISE User’s Manual. Incumbent is responsible to follow and adhere to all rules, regulations, policies, and procedures of the Florida Department of Health (FL DOH) and the WIC and Nutrition Program. The incumbent in this position will have authorized “need to know” access to confidential WIC client records, and the FL WISE data system. Assignments of Duty Station, hours and days worked may vary based on agency/unit needs. Incumbent will have access to records containing social security numbers in the performance of job duties. The incumbent of the position will work with a diverse population and will deliver services in English/Spanish or English/Creole.
Responsible for the oversight and management of breastfeeding peer counselors at the Miami Dade WIC assigned area. Responsible for all supervisory duties including, but not limited to recruitment, interviewing, developing performance plans using SMART objectives, conducting performance appraisals, and directing/developing employees, and disciplinary action as appropriate. Ensures that direct reports follow established agency policies, procedures, and protocols, and submit all administrative requirements. Independently supervises and provides leadership and coaching opportunities to direct reports by motivating, training, providing guidance, and other activities.
Participates in the development, implementation, and evaluation of standards of practice, guidelines, policies, procedures, and protocols as it applies to the WIC and Nutrition Program. Works with management to assess for ongoing improvements to the program. Finds and implements creative solutions to process management which include, but are not limited to, making staffing changes, role changes, within their area, shifting assignments and responsibilities, and other operational changes as needed.
Observes and evaluates BFPC breastfeeding services and documentation. Identifies and monitors indicators to track performance of breastfeeding peer counselor services. Assists in the collection and maintenance of monthly data on BFPC services. Participates in the establishment and maintenance of BFPC standards and services using current data, trends, and performance tracking. Processes information provides recommendations and assists in implementing strategies to increase breastfeeding initiation and duration. Independently supervises and manages queuing software, dashboards, and analyzes breastfeeding unit data and indicators.
Assists the Breastfeeding Peer Counselor Coordinator in disseminating and deploying program goals, objectives, protocols, and policies pertaining to BFPC program. Monitors, maintains, and ensures that IBCLC and BFPC indicators, processes and standards are maintained. Conducts monthly meetings to provide educational and mentoring guidance to increase breastfeeding peer counselor knowledge and skill base. Remain abreast of current concepts and research in the field of lactation and BFPC programs. Incumbent will act as resource person for the department on matters involving IBCLCs and the BFPC Program.
Provides IBCLC services to WIC participants regarding advanced breastfeeding management issues. Adheres to the latest Code of Professional Conduct and Scope of Practice for IBCLCs of the International Board of Lactation Consultant Examiners. Responsible for coordination, planning and management of client, family and staff education utilizing evidence based breastfeeding information. Assesses client’s breastfeeding status and determines health care needs and appropriate action to be taken. Counsels and provides guidance and recommendations based on client screening, interpretation of the data, physical examination, and the client’s mental, emotional, cultural, and social circumstances.
Documents findings and recommendations for all participants in the client record and/or other appropriate documentation as per WIC guidelines. Plans, documents, and implements breastfeeding care plans for participants with appropriate follow up as established in breastfeeding policies and procedures. Trains and supports unit staff in breastfeeding education. Maintains open lines of communication and coordinates breastfeeding services with other WIC unit staff. Collaborates and consults with client’s health care team and BFPCs to address breastfeeding findings to ensure continuity of care. Provides appropriate referrals as required.
Directly encourage and support breastfeeding clients by telephone via the WIC Breastfeeding Helpline. Teach breastfeeding classes and lead support groups in WIC units, hospitals, outreach events, local community organizations and businesses.
Responsible for quality assurance and improve with assigned area and units. Consistently evaluates internal policies and procedures, reviews state and local agency reports, monitors, and evaluates all state and local agency indicators, and reviews records and case studies.
Develops initiatives and activities to increase breastfeeding participation and increase initiation and duration in assigned areas. Develops area specific outreach and supports and participates in Miami Dade WIC sponsored events. Outreach activities include, but are not limited to, health fairs, DOH events, community programs, contacting healthcare professionals, contacting potential WIC clients, attending outreach activities, scheduling and rescheduling client appointments, and other outreach activities as assigned.
Oversees the organization and management of all Miami Dade WIC breastfeeding inventories housed at sites within their assigned area. This includes breast pumps, breastfeeding accessories, and general breastfeeding education materials.
Maintains open lines of communication with administrative, breastfeeding, and unit staff. Phone and email communication must be maintained on daily basis. Acts as a resource to unit supervisor and indirect reports. Ensures accurate completion and timely submission of all administrative records for incumbent and direct reports including but not limited to: EARs, timesheets, leave requests, travel, monthly reports, SERVFL, TRAIN FL, etc. Participates in a minimum of one work group annually.
Operates FL WISE Computer System, scanners, pin pads, and network printers, and electronic databases. Provides on the job training as needed to all levels of staff in assigned areas. Attends all WIC Program, Florida Health in Miami Dade County, Florida Health and other meetings or conferences as assigned. Participates in mandatory meetings and in service trainings.
