Job SummaryThe Payroll Business Analyst is a full-time position that reports to the Director of Transactional Operations, SSC. This position supports institutions within the University System of Georgia and will work with management and staff to provide timely and relevant analysis to support recommendations for new procedures, processes, and associated training and documentation. This position is also responsible for engaging in system and process analysis, consultation, development, and implementation necessary to maintain the University System of Georgia's vision for improved payroll services and promote a responsive, service excellence-oriented team operation.
Responsibilities Works with payroll management staff to identify, analyze, recommend and facilitate the documentation and implementation of payroll system and process modifications and enhancements. Research issues and/or problems proactively in order to provide support, assistance and recommendations for improvements and risk mitigation. Represents the payroll department's interests in projects for system modifications and upgrades. Develops and maintains functional documentation and procedures for enhancements and mitigation efforts and assists in the translation into high level technical requirements. Responsible for the coordination and execution of system testing of all payroll related enhancements in conjunction with leadership, staff, ITS, and any applicable 3 rd parties. Collaborates with internal and external partners involved in any business process enhancements. Facilitates meetings and provides presentations for team members as needed. Provides accurate and up-to-date communications to all internal and external stakeholders. Develops, modifies, supports, and maintains reports related to payroll business process enhancements. Participates in cross-functional SSC project teams to identify and assist in the implementation of projects or enhancements that benefit both payroll and other teams/departments.Continuous risk assessment mindset with recommendations for process improvements related to audit, reputational risk, or other potential institutional impacts.Organize and coordinate initiatives with all participating parties in order to foster the successful and effective execution of each. Required Qualifications This position requires a bachelor's degree and five years of business process analysis and project management experience with specific focus supporting payroll activities, or any equivalent combination of education, experience, and training which provides the necessary knowledge and skills. Knowledge, Skills, & Abilities Strong organizational and time management skills, effectively analyzing workflow and ability to manage multiple tasks and timelines.Ability to work effectively within a matrix reporting system including payroll managers and director.Strong process logic and analysis skills Working knowledge of systems and processes in SSC Payroll Strong written and oral communication with ability to collaborate with internal teams and external partners as required.Strong financial impact analysis skills Ability to identify data trends and subsequent impacts to operations, financials and personnel.Objective and impartial in order to identify and recommend solutions that may challenge the status quo, however, must respect and balance the personal and organizational impacts in making recommendations.Ability to act as the department's liaison working with a diverse group of leadership, staff, technical staff, and other USG support teams.Ability to plan, organize and schedule duties to meet rigid deadlines and changing priorities.Ability to process a high volume of detailed work in a fast-paced environment with multiple priorities and changing demands while being responsive to leadership and organizational needs.Extremely detail-oriented, with strong interpersonal and collaborative work style and ability to develop effective working relationships and demonstrate commitment to being a team player.Knowledge of PeopleSoft HCM and/or other similar platforms for payroll administration Advanced knowledge of Payroll, Federal, State and Local tax regulations, retirement, garnishments, and spending accounts very helpful Proficient to advanced experience with Microsoft applications Ability to operate standard office equipment.Proven Customer Service Skills USG Core ValuesThe University System of Georgia is comprised of our 26 institutions of higher education and learning as well as the System Office.
