Under direction, the position role serves as a strategic liaison within the Human Resources department, ensuring HR functions align with educational directives and institutional goals. Key responsibilities include overseeing employee relations, managing recruitment processes, maintaining compliance with regulatory standards, and supporting organizational development.
EXAMPLES OF DUTIES: - Manages Full-Cycle Recruitment: Oversees recruitment from job analysis to onboarding, ensuring compliance with legal guidelines, medical screenings, I-9 forms, and payroll requirements. (E - 15%)
- Serves as HR Liaison and Provides HR Assistance: Acts as a liaison between HR and other district staff, relaying messages, answering questions, clarifying information, resolving problems, explaining policies and procedures, and offers assistance on a variety of HR matters to management, staff, students, and the public. (E - 15%)
- Handles Labor Relations and Government Agency Responses: Manages initial inquiries and complex issues in labor relations, performance management, and responds to complaints from agencies like the California Department of Fair Employment and Housing and Equal Employment Opportunity Commission. (E - 12%)
- Conducts Investigations and Risk Management: Leads investigations into discrimination and harassment, develops recommendations, maintains case files, and manages HR-related risks to ensure compliance with laws and regulations. (E - 12%)
- Processes Employment Notices and Maintains HR Records: Handles salary increases, status changes, leave requests, and maintains employee files, HRIS databases including personal and employment data, compensation, performance evaluations, disciplinary actions, and separation information. (E - 10%)
- Leadership Coaching and Employee Engagement: Provides coaching to leadership on effective management and leadership practices and designs and implements employee engagement programs such as surveys and focus groups. (E - 10%)
- Facilitates Communication and Performs Related Duties: Facilitates clear communication regarding HR initiatives, policies, and procedures across the organization and carries out additional duties as assigned. (8%)
- Advises on Personnel Management and Strategic Planning: Collaborates on position planning, performance management, and strategic alignment of HR strategies with business objectives. (8%)
- Maintains Position Control and Organizational Design: Inputs changes in employee statuses, and assists in organizational structure design to support strategic goals. (4%)
- Performance Evaluations and Talent Management: Distributes and processes evaluations ensuring timeliness, and implements talent management strategies including succession planning and high-potential identification. (3%)
- Supports Collective Bargaining and Special Projects: Assists in preparing information for effective collective bargaining and coordinates data gathering and report generation for establishing bargaining positions. (3%)
- Performs related duties as assigned.
MINIMUM EDUCATION/EXPERIENCE - A Bachelor's Degree, or higher, in Human Resources a related field such as Business Management
- Three (3) years of experience performing high-level clerical and technical duties in a human resources department in higher education or a related field such as K-12, local government, or the private sector.
TYPICAL EDUCATION/EXPERIENCE Five (5) years of experience performing technical duties in a human resources department in higher education or a related field such as K-12, local government, or the private sector.

The physical demands and environmental conditions described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Work Environment Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
