Purpose :

Performs analysis related to Asset/Liability Portfolios. Responsible for accurate and timely transaction processing, control, documentation, accounting and reporting for financial transactions involving Mortgage-Backed Securities (MBS), Letters of Credit, Advances, Investments, Deposits, Derivatives, Consolidated Obligations, and provide support to the Member Settlement Transaction Accounts

Provide the accurate and timely settlement, accounting, system maintenance, reporting, servicing and ensure the adherence to bank policy and procedures for the Banks financial assets and liabilities.

Major Accountabilities:

Primary responsibility is the daily performance of the Bank's financial instruments servicing functions including but not limited to:
  • Pro-actively challenge the status quo, identify process inefficiencies, and recommend/develop/implement continuous process improvement solutions through automation or business process changes.
  • Perform daily and monthly update and analytical review to ensure accurate reporting and maintenance of the Bank's general ledger and databases to properly reflect the Bank's financial assets and liabilities.
  • Lead review of daily reconciliation and control reports. Investigate and resolve more complex exception items leveraging operational experience and system expertise.
  • Cross-train and support future staff members and less experienced team members with more complex issue analysis and resolution.
  • Use of technical expertise in researching complex issues and coming up with solutions/remediations plans in assisting manager with oversight over respective areas leveraging broad understanding of key products/processes along with technical know-how as it relates to accounting issues affecting back-office products/systems.
  • Working under little supervision and collaboratively partnering with IT in ensuring developed system enhancements meet the requirements of Operations and are suitable for deployment.
  • Perform verification of all settlements for processing with either securities services or electronic funds services.
  • Reconciliation of trade execution and trade lifecycle payments between source system and counterparties or custodians of the Bank's securities (i.e. Mortgage Backed Securities).
  • Review and perform analysis/reconciliation/reporting of principal losses/interest shortfalls related to the non-Agency MBS portfolio with working experience reviewing trustee reports and prospectuses.
  • Perform accurate and timely rate reset verification, funds transfer activity, and thorough documentation of all financial transactions. Review and prepare daily income and outgoing wire transfers.
  • Prepare month-end general ledger certifications and quarterly financial/regulatory reports.
  • Ensure that written procedures and established standards are current, documented and accurately reflect departmental business functions. Ensure that accounting policies relating to reporting and servicing are being enforced.
  • Prepare and review reports and analysis for management, internal/external auditors, and the Bank's regulators, accurately and timely.
  • Assists others as requested and lead more complex ad hoc projects as needed.
  • Consistently develop and execute on opportunities to improve processes, controls, and procedures of the team.
Skills/Knowledge :

  • Bachelor's degree in business, Accounting, Finance or related field preferred. Minimum of five to seven years' experience in capital markets back-office or middle-office operations.
  • Solid understanding of various types of investment, debt and derivative product lifecycle events payment settlements and balance sheet/income statement accounting/reporting impact.
  • Strong working knowledge of front to back trade capture subledger systems, workflows, and general ledger systems. Working knowledge of Calypso/Workday preferred.
  • Strong working knowledge with data analysis, reconciliations, and complex data projects.
  • Expert level use of Microsoft Office Suites, with specific emphasis on advanced Excel with demonstratable expertise in creative use of complex formula combinations (vlookup, sumifs, nested if statements, etc), pivot tables, charts.
  • Knowledge of pulling and manipulating large data sets using SQL to write queries on the fly.
  • Working knowledge of using automation tools to enhance productivity and reporting (VBA, power query, power pivot)
  • Strong interpersonal, customer service, problem solving, organization and work prioritization skills, as well as a self-motivated roll up the sleeve mentality in tackling more complex problems.
  • Excellent written and verbal communication skills with the ability to communicate to all levels within the Bank, including working effectively and efficiently in a team environment.
  • Must be detailed oriented and able to handle multiple tasks simultaneously with excellent time management and prioritization skills.
  • Ability to take ownership of key processes/controls and help lead less experienced team members in ensuring the team meets all obligations/responsibilities for assigned tasks and projects.
SALARY RANGE: $105K - $115K
