Introduction :

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education, and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH), the United States Air Force School of Aerospace Medicine (USAFSAM) and the Human Systems Integration Directorate (HP). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.

Description of Services :

USAFSAM provides data and services to globally distributed customers through the Human Performance Wing Support System (HPWS) . HPWS is a ColdFusion and Oracle Web application that serves over 2.4 million views yearly to Air Force users worldwide. HPWS is maintained at Wright Patterson Air Force Base in Dayton Ohio by the HPWS Program Office (711 HPW/OMCI). The HPWS Program Office utilizes contract developer support to maintain and enhance software modules within the system.

The purpose of this effort is to provide HPWS Web developer support to DCPH-D/OE. The Web Developer will work in the 711 HPW/OMCI office and will provide new and updated capabilities to existing modules within the HPWS that directly support DCPH-D/OE. Examples include Automated Sampling Guide (ASAGE), Radiation Dosimetry Web (RDW) and Master Radiation Exposure Registry (MRER), among others. Some of these modules also use Microsoft SQL Server to interface with other AF systems. These modules may store and process HIPAA-related data and require specialized information assurance controls and practices to comply with applicable HIPAA laws and regulations.

The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements.

 

MANDATORY QUALIFICATIONS :

Minimum Education and Work Experience (one of the following):
  • B.S. in Computer Science and/or CIS and 4 years Web development experience working with large web applications (ColdFusion preferred) and relational database development (Oracle preferred).
  • Any bachelor’s degree and 6 years Web development experience working with large web applications (ColdFusion preferred) and relational database development (Oracle preferred).
  • Any post-secondary education and 8 years Web development experience working with large web applications (ColdFusion preferred) and relational database development (Oracle preferred).
The Web developer shall have work experience creating and updating Web applications using Adobe ColdFusion, HTML, and CSS. Actual work experience with ColdFusion is preferred but experience with other, similar languages may suffice such as Lucee, Blue Dragon, OpenBD, JSP, or PHP.

The Web developer shall have work experience working with Oracle and/or SQL Server. This experience shall include creating and understanding database procedural languages, such as PL/SQL or Transact SQL. Work experience with Oracle and Microsoft SQL Server is preferred, but experience with other database platforms may suffice (PostgreSQL, MariaDB, ARD, or MySQL).

The Web developer shall have work experience writing and understanding complex queries written using ANSI SQL.

The Web developer shall have work experience using database integrated development environments (IDEs) to build and interact with database schemas and objects. Experience with other database system IDEs may suffice, such as Quest TOAD, or MySQL Workbench, however, experience with Oracle SQL Developer and Microsoft SQL Server Management Studio is preferred.

The Web developer shall have work experience designing, building, and understanding relational database models and database objects. This includes experience creating and working with schemas and objects, such as tables, stored procedures, views, and triggers.

The Web developer shall have work experience creating and working with Entity Relational Diagrams (physical and relational models). Experience working with Oracle SQL Developer Data Modeler is preferred.

The Web developer shall have experience reading, understanding, and creating database procedural logic for stored procedures and functions. Work experience with Oracle PL/SQL and Microsoft SQL Server Transact-SQL procedural languages are preferred.

 


The Web developer shall have experience working with JavaScript to manipulate UI controls and perform client-side logical processing, such as forms validation.

The Web developer shall have experience working with jQuery to capture web page UI events and initiate AJAX transactions with server-side application processes.

The Web developer shall have experience performing system analysis of existing systems to understand processing logic and capabilities.

The Web developer shall have experience designing new systems and capabilities, and be able to document system requirements, designs, and project plans.

The Web developer shall have experience reading, understanding, and creating system documentation such as functional requirements, design documents, use cases, user stories, test plans and test cases.

The Web developer shall have experience conducting meetings and communicating with stakeholders to collect and understand functional requirements.

The Web developer shall have experience translating functional requirements into technical documentation, project plans, and fully functional web application products.

TASKS :
  • The Web developer shall write web application code using Adobe ColdFusion, Oracle PL/SQL, HTML, CSS, JavaScript, and jQuery, to create new modules or to enhance existing modules within HPWS.
  • Web developers who are new to HPWS shall be required to complete a two to four-week orientation & training period to introduce and acclimate them to the HPWS application framework. This period will include a training project where the Web developer shall be required to demonstrate their skills and technical ability writing ColdFusion, JavaScript, jQuery, Oracle SQL queries and DDL scripting directly within the HPWS development environment.
  • The Web developer shall interact with the DCPH-D/OE office and the HPWS Program Office to obtain technical requirements for HPWS Web Development projects.
  • The Web developer shall participate in the creation of technical documentation for DCPH-D/OE office modules within HPWS. This includes writing functional requirements documents, system design documents, relational database diagrams (ERDs), test plans, deployment plans, training material, and other project management artifacts.

 

  • The Web developer shall conduct analysis of existing module programming code and data models to understand current processing and to identify any deficits where the existing code may not be compliant with HIPAA information assurance controls.
  • The Web developer shall work with the HPWS Program Office to identify, potentially re - design and re-write programming code to ensure DCPH-D/OE capabilities within HPWS more fully comply with HIPAA information assurance controls.
  • The Web developer shall produce new capabilities within USAFSAM HPWS modules, based upon information contained within functional requirement specifications provided by the USAFSAM Front Office, DCPH-D/OE, and the HPWS Program Office.
  • The Web developer shall complete USAFSAM Web development projects in HPWS that comply with HPWS Program Office coding standards, design styles, and project management methodologies for all projects within the HPWS System.
  • The Web developer shall support 508 Accessibility standards (W3C WCAG 2.0) in the design, production, and maintenance of all user interfaces for USAFSAM in HPWS.
  • The Web developer shall implement secure Web development and coding practices that are in alignment with the Risk Management Framework (RMF) certification of the HPWS application.
  • The Web developer shall implement secure Web development and coding practices that are in alignment with HIPAA information assurance controls.
  • The Web developer shall produce training content for DCPH-D/OE web application screens and processes as well as conducting in-person training and demonstrations for end users if needed.
  • The Web developer shall participate in regularly scheduled and ad hoc project meetings with DCPH -D/OE and the HPWS Program Office. These may be in person, over the telephone, or using AF-approved virtual meeting software (DAF365 Microsoft Teams).
  • The Web developer shall communicate project status weekly to USAFSAM stakeholders and project management personnel in person, via email, and using government-proscribed tools and documentation.
  • The Web developer shall be able and willing to complete analysis and development projects working on their own or with other Web development team members and team leads. This includes personal project management or adjusting to working with other developers if needed.
  • The Web developer shall complete government-furnished training on operational security, information assurance, HIPAA, Privacy Act, records management, and other training specified for 711 HPW contract personnel.
  • The Web developer shall be available for work during the core working hours of 0900-1500 EST, M-F, except Federal holidays, unless stipulated otherwise by the HPWS Program Office. Regardless of contractor’s preferred daily start and end times, they must be working and available to USAFSAM and the HPWS Program Office during those core hours. This means being online (DAF365 Teams) and responsive to ad hoc voice communication, instant messages, and email.
  • The Web developer must be available for scheduled and ad hoc meetings and tele-conferences via DAF365 Microsoft Teams during core working hours. Work schedules shall not exceed 40 hours per week.
  • Web developers who work remotely shall use both Microsoft Teams and Microsoft Outlook (DAF365 tenant) for daily (weekdays) communication with DCHP-D developers, HPWS Program Office staff and the HPWS Web development team. For scheduled meetings over Microsoft Teams, cameras must be on while speaking, where bandwidth allows.
  • Web developers who work remotely shall perform all work on government-furnished equipment (GFE).
  • Contract employees who work remotely shall be required to supply their own Internet bandwidth in order establish a virtual private network (VPN) connection to the AF information network (AFIN).
  • Web developers who are teleworking will not be allowed to connect personally owned equipment (POE) to government furnished equipment (GFE). The exception to this rule is a hard-wired or wireless connection to a personal router for VPN connections to DoD networks.
  • No work performed by the Web developer on government-furnished equipment can be completed without first establishing a VPN connection using an approved Air Force VPN client. Government-furnished equipment is to be used for official US government purposes only. No work will be performed on privately-owned equipment.
  • Contract employees who are teleworking shall not be permitted to print government information or materials on privately-owned printers. No privately-owned printer may be connected to government-furnished equipment, either wirelessly or through a hard-wired connection.
  • Government information and materials are not permitted to be stored on privately-owned, peripheral storage media such as CDs, and DVDs, and USB-connected devices. At no time may non-government-approved storage devices such as optical drives, SSD drives or portable hard disks be connected to government equipment.

BASE SUPPORT :

The contractor shall be provided computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service application (computer application) in some situations. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.

GENERAL INFORMATION :

All contractor support/services will be accomplished by full time telework yet, the contractor must be available for daily, weekly, monthly, or ad hoc meetings as necessary. Those meetings will be accomplished via Microsoft Teams as designated by the Technical Advisor or COR/Program Manager. The programmer will complete the training project and fulfillment of the contract requirement via virtual private network (VPN) connection to the Human Performance Wing Support System (HPWS) development environment.

U.S. Citizenship :

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.

TRAVEL :

No travel is anticipated for this effort. 

SECURITY :

 

All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.

The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.

All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.

REPORTS AND DATA REPORTING REQUIREMENTS :

Contractor Progress, Status and Management Report (PSMR).

On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.

The report shall have five sections:
  1. Project Title, Time Period of report, Date
  1. Performance : Current status of deliverables, measured against project expectations.
  1. Schedule : Have scheduled activities and milestones been completed on or before time, and impact of delays.
  1. Costs : Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.)
  1. Risk : Are there known or anticipated opportunities or events that will or can affect project.

Technical Report – Study/Services :
  • All reports and data shall be submitted in a non-proprietary, easily transferrable format.
  • All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
