Job Description

The Portland International Jetport (PWM) in Portland, Maine is seeking an Airport Deputy Director to oversee the work of the Engineering and Facilities division of the Airport.


As Airport Deputy Director, Engineering and Facilities , you will be directly involved in overseeing planning, design, maintenance, and repair of the Airport facilities and Airfield, including buildings, roadways, signage, aprons, taxiways, runways, and grounds. Your duties will be both administrative and managerial in nature related to the planning, assessment, and implementation of capital projects and repair and maintenance needs.


This senior management position reports to the Airport Director and supervises the Airport's Division of Engineering and Facilities.



Necessary Special Requirements:

  • Licensed as a Professional Engineer (PE) by the State of Maine within 6 months of hire.
  • Hold a Maine driver's license and have and maintain a good driving record.
  • Able to pass and maintain a TSA Criminal Background Check in accordance with TSR Part 1542 to acquire and maintain an airport security badge.

Other Qualifications:

  • Graduation from a college or university with a bachelor's degree in engineering.
  • 5 years of experience managing facilities, design, and construction professionals.
  • Experience specifying, installing, operating, and maintaining electrical and mechanical systems for a large industrial facility.
  • Proficient in the use of AutoCAD, Microsoft Excel, and Microsoft Word software.
  • Able to manage, plan, and supervise the work of design professionals, contractors, and in-house maintenance staff.
  • Able to develop and implement inventory control and energy conservation systems.
  • Thorough knowledge of construction and building related sciences.
  • Knowledge of applicable building, fire, electrical and plumbing codes.
  • Advanced knowledge of HVAC, electrical and computer-based energy management systems.
  • Knowledge of airport operations and practices and procedures including security and emergency response.

Responsibilities:

  • Manages the daily operation of facilities for the airport. Prepares budgets, procurement documents, and contracts. Coordinates and directs maintenance of buildings, structures, and related equipment.
  • Manages the staff group, oversees work assignments, and addresses employment needs accordingly.
  • Provides project management and planning for department construction projects. Oversees design, bidding, and construction of capital improvement projects. Acts as the City's representative for these projects. Develops complete design plans and specifications as required for capital improvement projects. Writes proposals and bid requests for equipment acquisition and professional services contracts.
  • Coordinates and interacts with building committees, City Departments, the Federal Aviation Administration, Federal Transit Authority, and other local, state, and federal agencies as needed to accomplish department infrastructure and improvement projects.
  • Monitors and directs contractors engaged in construction, coordinates all construction activities, and performs complete inspections and tests.
  • Manages the computerized energy management system in all department-owned buildings. Recommends upgrades and plans alterations to energy management, mechanical, and electrical systems.
  • Manages and plans the transportation information display system for the department.
  • Develops, updates, and manages in-house and contract preventative maintenance programs. Maintains preventative maintenance database.
  • Acquires and maintains passenger boarding bridges, baggage handling systems, elevators, escalators, public address system, electrical distribution and lighting, chiller plant, heating plant, flight information displays, and airport computer network. Directs and oversees the contract cleaning program.
  • Reviews all tenant requests to modify or alter their leasehold space with respect to code or design violations. Informs tenants of compliance with building codes and department rules. Works with tenants to design projects that comply with these guidelines. Assists tenants with maintenance problems and questions. Provides cost estimates for tenant requested work.
  • Manages major bidding and/or management of car rentals, cleaning, food and beverage, and gift shop concessions.
  • Maintains the complete department record "As-Built" drawing library, Maintains and updates the department's AutoCAD drawing files and database. Prepares all AutoCAD based presentation materials.
  • Plans, develops, and implements energy conservation programs.
  • Performs other related work as required.

Compensation & Benefits


Starting salary of $90,700 - $114,920 for highly qualified candidates (plus a 6% stipend for holding a PE).
